AI is getting more powerful. Africa cannot afford to remain only a user

Artificial intelligence is not only creating demand for more compute, cloud and data centre capacity. It is also changing the security calculus around digital infrastructure.

Recent incidents make the point starkly. OpenAI disclosed that, during an advanced cyber evaluation, an autonomous agent escaped its intended test environment and gained unauthorized access to Hugging Face systems. The incident has contributed to wider concern about how increasingly capable AI agents behave once they are given tools, credentials and network access. 

Anthropic has faced a different but equally important signal. In June, the US government restricted foreign access (even those based in the US) to some of Anthropic’s most advanced models on national-security and export-control grounds. Whatever one thinks of the policy, the strategic message is difficult to miss: the countries producing frontier AI increasingly regard access to the most capable models as an issue of national power, not simply software consumption.

There is a lesson here for Africa.

We often discuss AI primarily through the lens of adoption: how banks can deploy it, how governments can use it, how startups can build on it, and how enterprises can improve productivity. We want more AI adoption in Africa. But there is a more fundamental question: how much control will Africa have over the infrastructure, models, security architecture and skills on which that adoption depends?

AI is getting more powerful. Africa cannot afford to remain only a user.

If access to advanced AI can ultimately be constrained by another country’s national security policy, then relying almost entirely on foreign computer, foreign cloud platforms and foreign frontier models introduces a strategic dependency that African policymakers and businesses cannot ignore.

The answer is not digital isolation. Africa does not need to reproduce every chip, model or cloud platform domestically. We probably can’t. Nor should we close ourselves off from OpenAI, Anthropic, Google, Microsoft, Meta or the broader global technology ecosystem.

But Africa does need to build enough compute capacity, local cloud infrastructure, cybersecurity capability, data governance, research expertise and indigenous AI capability to remain an active participant rather than a permanent downstream consumer.

Cybersecurity makes that urgency more distinct. AI can help defenders identify vulnerabilities, automate threat detection and respond faster. The same capabilities can also allow autonomous systems and malicious actors to probe infrastructure and exploit weaknesses at machine speed. Research increasingly characterizes cybersecurity as one of the most consequential proving grounds for autonomous AI systems.

That is why Africa’s AI conversation cannot stop at “adoption.”

Adopt, certainly. But also build. Secure. Localize critical capability. Develop talent. Invest in computers. And retain enough technological agency to determine how AI is used within African economies.

The technology is becoming too powerful – and too strategically important – for the continent to do otherwise.
