WIOCC, the pan-African digital infrastructure provider, and the Abia State Government have broken ground on a new fiber duct infrastructure project aimed at improving broadband access and last-mile connectivity across the state.
The launch marks the start of what the partners describe as a long-term investment in Abia’s digital backbone, intended to expand high-speed internet availability and support broader digital-inclusion goals, and hosted senior government officials, traditional rulers, business leaders, mobile-network operators, internet service providers, technology stakeholders, and members of the media.
Governor Alex Otti praised WIOCC for collaborating with the state on its digital-transformation plans. He emphasized the administration’s focus on building an environment that encourages investment and innovation, saying the project would help attract businesses, create jobs, and improve the ease of doing business in Abia.

Dr. Ayotunde Coker, CEO of Open Access Data Centres, part of the WIOCC Group, underscored the project’s role in improving connectivity and narrowing the digital divide. “Our partnership with the Abia State Government represents a shared vision to accelerate digital access and inclusion. This infrastructure will enable faster, more reliable connectivity that empowers communities, fuels entrepreneurship and strengthens economic growth,” he said.
The groundbreaking serves as the first step in what officials say will be a significant upgrade of the state’s digital capacity, supporting future smart-city initiatives and contributing to a more inclusive digital economy.
WIOCC said the initiative reinforces its broader efforts to work with governments and industry partners to advance broadband penetration on the continent.
